@Ethical Rockstar Support will not help with modifications to their game. I'm using a vanilla Steam copy on the newest update. Even tried totally deleting everything including settings, savegames, the whole nine yards.
@Ethical I can't turn off the antivirus because I do not have an antivirus. And yes, I'm sure the game is vanilla. I've done a clean install of the game, only added ASI Loader, OpenIV.asi, and OpenCamera from OpenIV. After that, I changed the gameconfig (using the Stock Traffic option). Then I put HeapAdjuster and Packfile Limit Adjuster in the root of the game. The game still loops on the main menu. I've tried deleting my savegames, it still doesn't work. I deleted all my settings, still doesn't work. I tried another HeapAdjuster mod, still doesn't work. I tried deleting Packfile Limit Adjuster, still doesn't work.
@Ethical I don't actually use any anti-viruses lol. I usually just keep a really good eye on programs I download so I never need it because it just adds to the slowing of your computer. Anyways, yeah, I have no idea why it doesn't work. It's really bizarre.
@WolfFire23309 I tried this. Unfortunately this does not work for me either. This is insane. I wish someone could TeamView with me or something because I can't believe I'm having trouble with it when I've done it before on hardware way worse than what I'm using now.

@Ethical Are you playing on the newest update? I, for the life of me, cannot get this thing to even boot past the single player menu. I just loop where it asks you whether you want to play online or single player. I'm on a fresh install too with only heapadjuster and packfile limit adjuster.
I'll start by saying I'm on my fourth clean install of this game, lol. I got this working on my laptop of all things like two years ago and now it won't work on my new computer I built. I'll also mention my PC is more than capable of running it. I have a 2080 TI gpu, an i9-9900X cpu, and 64gb RAM. That said, I'm having issues installing "LIBERTY CITY V moved V3.0" if you want a link to the download it's (https://drive.google.com/file/d/17AXi2czc5qU1DBAUjrSlfsOBf1w6Dpde/view?usp=sharing) but I for the life of me cannot get this thing working. The instructions say to download and install ScripthookV, ScripthookVdotnet, NativeUI, No Boundary Limits, Heap Adjuster, Pack File Limit Adjuster, No Rockstar Editor Restrictions, and a custom "gameconfig.xml." Then it just wants you to run the .oiv and have it automatically install it. Then it just wants you to replace some things in x64g. Seems simple enough, so I did everything in the correct order. Didn't work. The loadscreens just loop. I thought it was really weird so I made a fresh install and tried everything again. Same problem. Odd, I guess I'll do another fresh install. After that, I noticed that when I opened the .oiv with 7-zip that it had some of things like scripthook and native ui in there, I thought oh maybe it replaced mine with these outdated ones. Still nothing when I went back and replaced them. Did a clean install again and just changed one file at a time. I ended up narrowing it down to gameconfig.xml. Even on a 100% clean install, this one file will either make me loop on the loading screen or say there's a "Game memory error" and to please reboot and restart the game. I know I have plenty of VRAM so I was like what the hell when I got that. Figured maybe that's what Heap Adjuster and Pack File Limit Adjuster are for. Sure enough they fixed that error, but now I'm still just looping on the loading screen. I thought maybe it just takes longer to load or something but I left my computer on for like half and hour and it was still loading. Wasn't tabbed out or done anything to suspend the loading screen either. I really need help here.
Dude, I can't even load into the game with this. I just loop on the loading screen. Can anyone help? I'm using the stock cars / vanilla gameconfig. My PC specs are: 2080 TI, i9-9900X cpu, and 64gb ram. Like I should be able to run it. I'm on a clean install of the game too. Only thing I got is the .asi's from OpenIV, heapadjuster, packfile limit adjuster, and the gameconfig.
