I don't personally use vehfuncs anymore because I'm using the latest version of GTA but all the features of vehfunc should also work on this update You can have the files in version 2.0

Car doesn't spawn because there is a typo in vehicles.meta, probably from your other mod (rs7 sportback)? Just need to change:
<animConvRoofDictName>va_rs7c821</animConvRoofDictName>
<animConvRoofName>rs7c821</animConvRoofName>
to:
<animConvRoofDictName>va_rs6rabt20</animConvRoofDictName>
<animConvRoofName>rs6rabt20</animConvRoofName>
