@datswagbro45 thank you for this, i tried it after hours of it not working and it works

no everything was installed correct has i had other dlc working, I found the problem, the OIV wasn't installing correctly, it wasn't putting the lines in dlclist and the san andreas enhanced wasn't installing the dlc, I did it manually and it worked

i've ran the oiv file for this and gtav remastered and none are loading in the game? what have I missed?
