If doesn't work, you may have some mod like Sandy Shores something as addon... so you have to search for files with OpenIV. I don't know what other mods you have in your game.

@AmazyCrazy it's impossible that if you don't have other mods (like LA billboards, LA revo, better Sandy Shores or something) this won't work ... the dirt on the outside is handled by various ymap files, the one inside is handled by the ytyp file. @AmazyCrazy you have to search with openIV if you have any file of this mod in some other mod you have installed, and if so, manually overwrite it with mine! (open any OIV of my mod with winrar, extract it, and check any filename with openIV)
